2020, there were 1,626,242 LTC holders in the State of Texas.
Texas Government Code Chapter 411, Subchapter H, entitled
“License to Carry a Handgun,” contains the law on how handgun
licenses are administered in Texas. Throughout this Chapter, we
will discuss the qualifications, requirements, application process,
and benefits of having an LTC in the State of Texas.
Additionally, this Chapter will discuss the Texas Constitutional
Carry alternative, volunteer emergency services personnel, and
first responders.
II. QUALIFICATIONS FOR AND STEPS TO GET AN LTC
A. Persons who are legally qualified to obtain an LTC
In this section, we will discuss the requirements to apply for a
Texas LTC, as well as potential disqualifications. In addition to
the requirements listed below, applicants must also complete statemandated education with an LTC instructor certified by the Texas
Department of Public Safety and demonstrate proficiency with a
handgun, which can be of any caliber.
Section 411.172 of the Texas Government Code states that to be
eligible for an LTC in Texas, a person must:
1) be a legal resident of the state for the six-months prior to an
application (this requirement is inapplicable for non-resident
LTC applications);
2) be at least 21 years of age, or age 18 if the person is an active or
honorably discharged member of the armed forces or a protected
person under certain family violence protective orders;
3) not have been convicted of a felony;
