the boat is the person that has control of the boat. However,

Beginning September 1, 2021, a passenger in a vehicle or
watercraft who is a legal constitutional carrier may have a
handgun concealed or open in a holster as long as they have
not been provided specific notice firearms are prohibited by the
owner or person in control of the vehicle or watercraft. See Tex.
Penal Code § 30.05(a)(d-3).
