ears. However, firearm owners should be carefully aware that the
definition of a suppressor is very broad. Suppressors do not need to
be items manufactured specifically for use as a suppressor. There
are some ordinary, everyday items that could be easily converted
into a suppressor, such as a water bottle or an automotive oil filter.
Possession of otherwise legal items when used or modified to be
used as a suppressor is illegal. In 2017, and in the years since,
the Hearing Protection Act (among others bills) sought to remove
silencers from regulation under the NFA and treat them as common
firearms. Unfortunately, efforts to deregulate firearm suppressors
have been unsuccessful on the federal level. To further complicate
matters, in 2019, in response to a mass shooting where a suppressor
was used, a bill banning them was introduced in Congress.

F. Texas Firearm Suppressor Law
In 2021, the Texas Legislature acted to legalize suppressors and
silencers that are solely made in Texas by adding Chapter 2 to
Title 1 to the Texas Government Code. In short, the law states if an
individual has a silencer or suppressor that was “Made in Texas,”
then this silencer or suppressor would not be subject to federal law.
Theoretically, this would mean a tax stamp would not be needed to
