a.if the buyer is an individual, they must notify the Chief
Law Enforcement Officer of their city or county of
residence by delivering the CLEO a copy of ATF Form 4;
b.if the buyer is a corporation or trust, each “responsible
person” of the corporation or trust must complete an ATF
Form 5320.23 (see Appendix C), including fingerprints
and a passport photograph, and must notify the Chief
Law Enforcement Officer of their city or county of
residence by delivering to them the CLEO copy of ATF
Form 5320.23;
3)submit paperwork, fingerprints, and tax to the ATF for review
and approval;
4)ATF sends approval (tax stamp affixed to Form 4) to the
transferor; and then
5) transferor notifies the buyer to pick up the suppressor.
Steps for manufacturing an NFA item (such as a short-barreled rifle):
1)select the item to manufacture or modify, i.e., short-barreled
AR-15;
2)assemble appropriate paperwork: ATF Form 1 (see Appendix
C), fingerprints on an FBI Form FD-258, a passport-size
photograph, and a payment for the tax ($200):
a.if the maker is an individual, they must notify the Chief
