3)the “Applicant” submits paperwork and tax to the ATF for
review and approval;
4) ATF sends approval (tax stamp affixed to Form 1); and then
5)the short-barreled AR-15 may be legally assembled, i.e., put
upper with a barrel length of less than 16 inches on a lower
receiver, etc. The item must now be engraved and identified.
When purchasing an NFA firearm from a dealer, the dealer is
required to have the purchaser fill out ATF Form 4473 when the
purchaser goes to pick up the item from the dealer.
C. How must an NFA item be engraved and identified if I make
it myself?
Once you receive ATF approval to manufacture your own NFA
item (such as the short-barreled AR-15 in the previous section),
federal law requires that you engrave, cast, stamp, or otherwise
conspicuously place or cause to be engraved, cast, stamped,
or placed on the frame, receiver, or barrel of the NFA item the
following information:
1) the item’s serial number;
2) the item’s model (if so designated);
3) caliber or gauge;
4)the name of the owner, whether individual, corporation, or
trust; and
5) the city and state where the item was made.
This information must be placed on the item with a minimum depth
of .003 inch and in a print size no smaller than 1/16 inch. See 27
CFR § 479.102.
